The officers are wearing pieces of different German state polices, most of them are not actually used by the police in NRW. Leather jackets and dark caps are not available with NRW uniforms and are mostly used by state police forces in the northern German states (Hamburg, Lower Saxony, Schleswig-Holstein...)
