 1964+ plate light. Maybe 1965+ bodyshell?

 Yes. Looks like 1966 with the central 'W' bulge blurred out (no dog dish bowl hub caps, a short '1300' badge, 1966 had none, not the longer 1967 'VW1300', straight bumper rails, 1967 had sloped bars to make room for the wider lid to open) so pretty new at the time
