 Did Azerbaijan have its own bus chassis factory like AKZ in Kazakhstan and TART in Estonia?

 I see no Pobeda-like turn signals under the windshield, and radiator grille is not rounded, so perhaps it is 1949 GZA 651, otherwise it is just an ordinary 1952 PAZ 651.
