The 11th digit (9) indicates built in Poland. Indeed a 1990 MY by the 10th digit (L).

There was no Volkswagen assembly (even SKD) in Poland on 1990.
T4's limited assembling began in December 1993 on Poznań-Antoninek plant.

If so, the Taro was built in Japan AND Germany and we have to change again some information...
EDIT: https://en.wikipedia.org/wiki/Volkswagen_Taro#History Now it's quite clear, just the very standard versions were made in Germany, the others like the one above came from Japan.

@dhill_cb7 The Września factory was built to assemble the Crafter II, 2016+. So your list is of course not wrong (if Crafter use the 9 for their birthplace, IDK yet). For a more detailed list I'd suggest the list I hyperlinked above, even if it's in German, but it feautures nearly all possibilities, except the new plant.

AFAIK VW only has not built the version with the longer cab and also not the 4x4.
Those versions were all branded as Toyota.
