Looks like an ex home office civil defence one from 'Police Mobile Column' . They sold lots off in the 1970s with minimal milage that had been stored. Remember my father looking at one at local auction that had a few to sell. Ended up buying a Land Rover 109 in Station Wagon diesel. Father was bitterly dissapointed with how underpowered that was solo even against early 70s traffic and specially with a 17ft caravan on back.
