 Gibraltar. 1952+ "Mk.1A" with spats removed - possible military staff car.

 Looks more like an early Phase I to me. The bumpers had a notable double-bladed construction on the Ia, carried over to the II. It's just that the wire from the fence crosses in front of the grille, creating the illusion.
