Hmm, it looks very authentic indeed, obviously filmed on an area of the US Forces in West-Berlin. There are a lot of US cars on the parking, also the plates of the civil cars are looking like that ones for the private cars of US soldiers in Germany, but if you compare the scene with the historical dates ( http://de.wikipedia.org/wiki/Flugzeugentf%C3%BChrung_von_Danzig ), you'll see, that the cars a a bit too new...

Probably they took a scene from annother event, where Allied Commanders have met in West-Berlin.

No, the Benz is used in two scenes and together with the actors. This was shot in front of Tempelhof Central Airport.
Interesting detail: plates from former West German capital Bonn [BN-EJ 500].

But no government car. No government-plates and the West German government never had Stretch-Limo's in use, at least no converted cars at all (except armouring). The 600, they had used for high visitors until the early 90ies, was owned by Mercedes Benz and only loaned for government purposes.

P.S. And not to forget, that the West German government had nothing to say in West-Berlin.

This is a 1000 SEL by Trasco Bremen GmbH.

Would this one be a Trasco as well, or did different coachbuilders use the 1000 SEL name?

No no no, that's not a Trasco at all! ABC Exclusive of Bonn made a whole lot of disgusting conversions and thus efficiently contributed to the infamous 1980s lack of style. Trasco of Bremen built many S- and E-Class stretch and/ or armor jobs - and I use the term "class" on purpose here! The 1000 SEL designation was used by either of them.

Edit: Wait - If you compare the Elhagoona car with THIS, you can see that I was wrong and Trasco actually DID stuff like that!

Bloody hell, that's just another beautiful prejudice gone!!!
