Nah. Couldn't have been. Because this is an Authentic Chicago Checker Cab. The taxi hat it's wearing was prominent on most checker cabs, and judging by the license plate, this looks to be sometime around 1996-1997. Notice how a number of the cars in this shot alone do not even go past the millenium. The Chrysler, and the Honda. What gives this scene away completely is the banners on the lightpole.
