IMHO this is an Algerian license build of a Deutz-Fahr - by CMT, with a CIRTA engine (also a licensed from Deutz). It seems to be a license build of the D-06 series (4006, 5206 etc.). Deutz / Deutz-Fahr changed their standard paint from dark green to light "Deutz" green around 1984, some 10 years after going together with Fahr - according to Wikipedia.
