It obviously is an Alfa Romeo, but not a Giulia SS, this one is lower and has different wheel arches |

Agreeing with Mike, I'm suspecting a customized SS, on this "pseudo-artistic" picture. Every details are matching with it, execept the wings which seems having been smoothed and modified on wheel arches |
