Indeed, but they could be exported as used car to other countries like any other car.

London Taxis International taxicabs (LTI) have been regularly exported as new vehicles (not used) to North America in the past, although I don't know if their current range is currently available or if there is an approved dealership. There has been in the past a LTI-North America website.

From a news release in 2002 for the TXII.

"As the name would suggest, London Taxis International specialises in the manufacture of the famous Black Cab, which is such a familiar sight in London. But you will also see them in other British cities - Liverpool, Birmingham, Manchester, etc. Additionally, left-hand drive taxis are built for use in other countries including France, the USA and the Middle East."

More information about current exports of LTI taxis (all be it in very small numbers).

It appears that at the moment only the old model TXII (and not the latest TX4) is exported.

"The outgoing model - the TXII - is exported to 35 different countries around the world including USA, China, Spain, Pakistan, South Africa and Japan."

Indeed concerning the reference to China, "Bluestar" in China have entered into a joint venture agreement with Manganese Bronze (owners of LTI) for the manufacture of taxis under licence. In the same agreement Chinese parts will be used in the manufacture of UK taxis.

That article was published in October last year, which is when the TX4 was launched, so it has probably since replaced the TXII for export markets.

There was, but not any more. It was abolished quite recently.

I don't think so. As antp says above, it could have been exported as a used car and the headlights changed.

Indeed, headlight color is not a so big change (and quite easy, not especially done by the manufacturer) compared to the shape of headlight due to other-country-specs that can change the style of the car.
