I agree with DynaMike, it appears to be a Maybach SW-38 Limousine. The radiator grille looks close to that of a Horch indeed, but at a closer look you can see the Maybach badge on it...

Astute!

Only a single prototype of this car was made, and it was in 1938, not 1937. Intended as an executive limousine for the Austrian government, canceled due to, let's say, unfortunate circumstances...
