While the V8s did have the sill-mounted tool boxes, as pointed out correctly by "nzcarnerd", the latter did not carry the triple chrome spears around the running board lamp. I think it's a V16 and probably Fleetwood style 4130/4130S or 4330/4330S (too fuzzy to tell for sure.
