At stretch it could one of these

T69CBY is a plate that appears here on the Bill, /vehicle.php?id=47012
This means this could be police car be the 528i that appeared in the Bill

 T69CBY is a real plate from a silver 1999 523i, so I think it's actually the other of the (two?) Bill area cars.

So it's either /vehicle_213669-BMW-5-E39-1996.html or /vehicle_47012-BMW-528i-E39-1996.html , using a screen plate that was seen on the Bill?
The screen plate T69 CBY, may have first appeared here as it later appeared in the Bill in 2008.

Pay attention to the letter codes on the side, the two E39s are JCK and DAB. We can see this one is JCK, and we can see on the link that LD53BLX/DAB has the N193MVF plate.

Fake plate LY53GUF/unit JCK = T69CBY (the car seen here and here) a 1999 523i.
Fake plate LD53BLX/unit DAB = N193MVF per here: /vehicle_47012-BMW-528i-E39-1996.html a 1996 528i.
