I think it might be a Dennis. The grilles of the two fire trucks facing the one in question look like Dennis grilles. There are two Land Rovers in the photo, obviously British. Dennis was (is?) a well known British manufacturer of fire trucks. |

It could be a Dennis, but the fire engines facing are AECs. |
