 ? Benz, about 1913. Anyone remember the Highway Pioneers kit?

 It was an early, mechanical version of a speed-control, included an automatical punishment-module. High-tech even around the WW I :D
The photo obviously was shot during the tumults in Germany around 1918/1919.
