Actual Honolulu Police Department subsidized(personal)vehicle. The extra playing the police officer driving the vehicle was most likely a real police officer. Like the original Hawaii Five O real cops were used as extras. By the start of the final season the department switched from Cheetah rotating blue light bars to the Whelen strobe blue light bars. Here's two pictures taken of the light bar from the Honolulu Police Museum.
