I believe this is a custom built Atkinson like this advert tells us http://static.commercialmotor.com/big-lorry-blog/IH%20Atk%20-%20feb%201981.jpg (possible a 1981 F4870) apparently built in Australia by the International Harvester company. When branded International it was called ACCO, an abbreviation for Australian Constructed Cab Over. What I meant is that I believe this is an Atkinson F 4870, built in Australia by the International Harvester Company. I know International built the ACCO from the late 60's (I've got a brouchure from that era), and that, apparently, Atkinson versions were built after the aquisation by the IH.
