 GM 1933 or 1934 - possibly Chevrolet Master.

 Conteporary Chevrolet Masters of 1933-1934 had rear mounted spares. With the sidemounts and luggage rack I'd rather go for a 1933 ( straight rear bumper) 4 door sedan Buick of the smaller series 50 ( model 57)
