Couldn't this be a 1913 Newton Bennett tourer?

I don't think this Newton Bennett (or the Vauxhall) are from 1921. Maybe there was a new license-system introduced in that year (after WWI), also producing new numbers for older cars?

Maybe I tend to agree about the dates, but the first regisrations were a single letter followed by a number (as here) and date from 1903 in London.

I will see if I can find anything more but its odd they were both 1921, possibly when first reliable national records were made.

Given what we saw with the Vauxhall ( see my latest comment) I am tempted to go for 1913 also on this one.
