Picture is not very clear but looks like a M-type or K-type from the bonnet vents.

There are similar (but not identical vehicles) here

K-type http://ccmv.fotopic.net/p26085778.html a 1938 Bedford KD edit: ccmv now lists it as a Bedford MSC.

M-type http://ccmv.fotopic.net/p27759748.html a 1939 Bedford MLZ.

The registration 'BM' is for Luton/Bedfordshire.

The main picture looks like it could be a water tender with escape ladder so I think M-type is more likely being the larger load capacity.

DBM789 was a 1937 Bedford K Superline Hose Reel Tender that was converted to an Emergency Tender in 1950, Bedfordshire Fire Service.
