This car from this film, /vehicle.php?id=1535688 is looks the one from Small Axe, /vehicle_1452829-Rover-2600-SD1-1978.html

WGJ 973G appeared also in Small Axe /vehicle_1453063-Morris-LD.html

So there is strong evidence to suggest.

Although, it does seem weird how, how a high budget Disney Movie made their own cars, so didn't need to rely on ones seen in TV productions. But they are hard to find so

 Could also be Dan's Action Vehicles 1964 Austin LD AOD 443B, which they're happy to dress up as a Black Maria. So a double appearance in this film alongside??

 'WGJ 973G' again I believe, plain sides with no protection strips and windows seen in brightness-adjusted view looks the same to me.

Does it look normal wheel width (so WGJ likely) or wider wheels (as the 1964 DAV rental seems to have)??

 Cannot say about the wheels (other than I guess they are standard width) but windows in the side and the lack of the protection strip, running the length of the lower sides, rules out the DAV rental.
