My dad live near a railway called the Paington & Dartmouth Railway that has a GWR 64XX class 0-6-0PT Tank engine called "Ajax", that looks just like this engine! |

I believe she's S.S. SANTA PAULA (2), one of four 9000 GRT liners that joined the Grace Line's inter coastal service between NY, San Francisco & Seattle via the Panama Canal in 1932. They were designed by W.F. Gibbs who would later design the United States Lines' AMERICA and UNITED STATES. She and SANTA ROSA (2) survived WW II, but sisters SANTA LUCIA (1) and SANTA ELENA (2) were torpedoed and sunk. |

Since the other stock film of New York is post-war (see comments above), the ship might well be the S.S. United States. |

The ship entering NY does indeed look like a Grace Line Liner from the 1930s http://www.simplonpc.co.uk/GraceLinePCs.html#anchor783266. I also always assumed it was the SS United States but the area below the bridge is quite distinctive and unlike the later vessel. |
