It could be a dealership sticker (probably not as it is on the fender. Theses are normally on the rear of the vehicle). Could be a special conversion/package (probably not as it looks stock without any modifications). Could have been added by the owner (seems likely as there is another decal on the rear window). The last thing I think it could be is a government vehicle(but probably not as there is another decal). In my township they adhere small stickers to the doors (not fenders in my township) to let everyone know it is a municipal vehicle. @Baube what do you think it is?
